APPLICANT REQUESTS THAT:

The Fitness Assessments (FAs), dated 2 Dec 10 and 4 Mar 11 be 
declared void and removed from the Air Force Fitness Management 
System (AFFMS).

APPLICANT CONTENDS THAT:

He had a medical condition, which precluded him from obtaining a 
“satisfactory” overall rating on the contested FAs. This medical 
condition derived from a surgery he had in 2003 to remove excess 
skin from a significant weight loss.  However, the surgery 
caused severe scaring and deformities to his waist.  This in 
turn consistently caused him to fail the AC Abdominal 
Circumference (AC) component, with waist measurements between 
39”-42” (depending on the person taking the measurement).  

In support of his appeal the applicant submits an AF FM 469, 
Duty Limiting Condition Report, a letter of intent for surgery, 
and a Physician Discharge Summary that indicate a pre-existing 
medical condition.  On Apr 2013 the applicant had a surgical 
procedure accomplished to resolve the medical issue.

STATEMENT OF FACTS:

The applicant is currently serving in the Regular Air Force in 
the grade of Master Sergeant (E-7).

On 2 Dec 10, the applicant participated in a FA, attaining an 
overall composite score of 72.50, which constituted an 
“unsatisfactory” assessment.  The applicant was credited with 
the following composite scores:  Cardio – 12:50/47.20, Abdominal 
Circumference – 41.50”/6.80 points, Push-ups – 41/8.50 points, 
Sit-ups – 55/10.00 points.

On 4 Mar 11, the applicant participated in a FA, attaining an 
overall composite score of 76.80, which constituted an 
“unsatisfactory” assessment.  The applicant was credited with 
the following composite scores:  Cardio – 12:43/47.20, Abdominal 
Circumference – 40.00”/10.60 points, Push-ups - 46/9.00 points, 
Sit-ups – 58/10.00 points.

On 12 Jun 12 a memorandum was sent from his medical provider to 
the applicant’s commander stating that the applicant was 
“evaluated and will be undergoing medically necessary surgery.”  

On 11 Jul 12, an AF Form 469, Duty Limiting Condition Report, 
was initiated from his Medical Provider, and states “no 
abdominal circumference measurements.”  The release date for the 
recommendations was 30 Jun 13.

On 18 Apr 13, a Physician’s Discharge Summary, indicates the 
applicant was seen by the XXXXXXX Military Medical (SAMMC) for 
scar abnormality.  A review of his medical history during this 
visit indicates the applicant underwent an abdominoplasty in 
2003, after having lost 150 pounds.  The review goes on to 
indicate the applicant had significant irregularity of his 
incision, as well as, abnormal distribution of his remaining 
underlying fat.  As a result of his visit with SAMMC, Plastic 
Surgery, applicant was scheduled for surgery to treat the 
medical condition.

AIR FORCE EVALUATION:

AFPC/DPSIM recommends denial of the applicant’s request to 
remove the contested FA in AFFMS; however, they recommend 
changing the applicant’s AC component to “Exempt.”  If exempted, 
the applicants composite scores would be 82.12 (Satisfactory) 
and 82.75 (Satisfactory).  DPSIM comments that the applicant 
provided documentation that validated he had a medical condition 
that affected his ability to pass the AC component of the FA.  
The documentation indicates the abdominal scarring likely 
distorted his AC measurements.  As a result we have concluded 
that the recorded AC scores are not an accurate reflection of 
applicant's abdominal circumference.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation, with attachment, was 
forwarded to the applicant on 6 Dec 13 for review and comment 
within 30 days.  As of this date, no response has been received 
by this office (Exhibit C).

THE BOARD CONCLUDES THAT:

1.	The applicant has exhausted all remedies provided by existing 
law or regulations.

2.	The application was timely filed.

3. Sufficient relevant evidence has been presented to 
demonstrate the existence of an error or injustice to warrant 
partial relief.  After thoroughly reviewing the evidence of 
record and noting the applicant’s contentions, we agree with the 
opinion and recommendation of the Air Force office of primary 
responsibility and adopt its rationale as the basis for our 
conclusion that the contested FAs should not be declared void; 
however, the AC component scores should be changed to reflect an 
“Exempt” status.  The applicant has provided documentation 
validating he had a medical condition that affected his ability 
to pass the AC component of the FAs and indicates that abdominal 
scarring distorted his AC measurements. In view of the 
applicant’s medical condition and noting his passing scores on 
all other components of the contested FAs, we find a totality of 
the evidence supports favorable consideration of this request.  
We note that as a result of our proposed corrective action, the 
applicant’s composite scores will be rescored, resulting in 
overall satisfactory scores of 82.12 and 82.75.  Therefore, we 
recommend the applicant’s records be corrected as indicated 
below.

THE BOARD DETERMINES THAT:

The pertinent military records of the Department of the Air 
Force relating to the APPLICANT be corrected to show that the 
Fitness Assessments, dated 2 December 2010 and 4 March 2011, be 
amended in the Air Force Fitness Management System (AFFMS) to 
reflect that he was “Exempt” from the abdominal circumference 
components.
